To be sure, it will never be clear whether the ‘intelligence inputs’ warning of a ‘major terrorist threat’ was in itself a lie. What is clear in hindsight, though, is that it was used for systematic deception. When the government told the public that this terrorist threat was the reason for the massive troop surge, that was almost certainly a deception. When this terror threat was given as the reason for the unprecedented cancellation of the Amarnath Yatra, that was almost certainly a deception. When the prevailing security situation was cited to detain political leaders and impose curfew in cities, that was surely a deception. Regardless of the veracity of the terror threat, that the government used it as subterfuge to prepare the ground for its dramatic steps is now beyond question...'
